教材建设现代化的政府治理逻辑与实践进路 被引量:3

Government Governance Logic and Implementation Path of Textbook Construction Modernization

摘要 教材建设现代化是以实现人的全面发展为目的的知识选择活动,这种合目的性、合规律性和合主体性的知识选择通过特定的主体来完成。政府作为教材建设现代化治理体系的重要承载主体,是实现教材建设目的价值与手段价值内在统一的重要保障。从治理的内在逻辑看,政府参与教材建设现代化治理,遵循着以目的价值与手段价值辩证统一为遵循的价值导向逻辑,以构建系统完备的政府职能体系为载体的结构变革逻辑,以政府行权履职过程精细化调适为主轴的技术优化逻辑。未来,教材建设现代化价值目标的实现需要匡正治理主体的价值行为,推进政府职能运转的独立体系建设,以及兼顾话语权力的宏观支配与微观调适的场域适切。 The modernization of textbook construction is an activity of knowledge selection for the purpose of realizing the all-round development of human beings.This kind of knowledge selection of goal,regularity and sub-jectivity is accomplished through specific subjects.As an important carrier of the modernization governance system of textbook construction,the government is an important guarantee to realize the internal unity of the purpose value and the means value of textbook construction.From the internal logic of governance,the government's participation in the modernization governance of textbook construction follows three logics:value-oriented logic that follows the dialectical unity of purpose value and means value,the structural reform logic that takes the construction of a complete government function system as the carrier,and the technical optimization logic that centers around the fine adjustment of the government's exercise of power and performance process.In the future,the realization of the value goal of textbook construction modernization needs to correct the value behavior of governance subjects participating in the textbook construction modernization government governance,promote the construction of an independent system for the textbook construction modernization government function operation,and take into account the macro-domination and micro-adjustment of discourse power.
