摘要
教材是育人育才的重要依托,在大学课程教学过程中发挥核心作用。改革开放以来,我国在教材管理中初步构建了国家、地方和高校三级教材管理体系和教材编审、选用、出版和发行体系,采取引进教材和自编教材的发展路径,不断完善教材评选、评价的体系。但在发展过程中也面临着中央、地方政府和高校教材管理职能弱化,教材编写、出版、发行存在一定的功利主义倾向,教材的思想性、科学性和时代性与立德树人、培养创新人才的要求不相适应等问题。因此,需要依法确立教材管理作为国家事权的内涵,明确学校和教师责任,着力提高高校教材质量。
Textbooks, an important pillar for the cultivation of talents, play a central role in the curriculum teaching at colleges and universities. Since the reform and opening-up, China has established a system for textbook management at national, local and university levels, along with the system for textbook compilation, review, selection, publication and distribution, and has unceasingly improved the system for textbook selection and evaluation by introducing overseas textbooks and self-compiling textbooks. However, there are problems to be tackled: the weakening management of textbooks by the Central Government, local governments, and colleges and universities;a certain degree of utilitarianism in textbook compilation, publication and distribution;and the ideological, scientific and contemporary nature of the textbooks incompatible with the new tasks of cultivating innovative talents, as well as molding high morals and cultivating talents based on people orientation. Therefore, we need to take textbook management as national duties and responsibilities in accordance with the law, clarify the responsibilities of colleges and universities, and improve the quality of textbooks.
