摘要
文章以北京市自然资源标准体系建设为例,梳理了新发展格局下地方自然资源标准体系构建的战略需求、国家和北京市自然资源标准体系研究现状,在此基础上构建了北京市自然资源标准体系。该体系采用树状二维层次划分方法,横向上依据北京市自然资源领域业务工作内容和工作方法进行子体系分类,纵向上按基础、通用和专业标准划分。基于北京市的相关经验,提出地方自然资源标准体系建设对策建议:①落实国家自然资源标准体系,学习借鉴成功经验;②加强组织协调,共同推进标准体系实施;③强化基础研究,提高标准技术水平;④加强标准宣贯,提高实施效益;⑤培养标准化人才,打造高素质人才队伍;⑥对标国际先进标准,提高标准国际化水平。
Taking the construction of natural resources standard system in Beijing as an example,this paper reviews the strategic demands of the construction of local natural resources standard system under the new development paradigm,and the research status of the national and Beijing natural resources standard system,on these basis,the natural resources standard system in Beijing is constructed.The system adopts the tree-shaped two-dimensional hierarchical division method,horizontally,the sub-system is classified according to the working contents and working methods in the field of natural resources in Beijing,and vertically,it is divided according to basic,general and professional standards.Based on the relevant experience of Beijing,this paper puts forward some suggestions on the construction of local natural resources standard system as follows:①implement the national natural resources standard system and learn from the successful experience;②strengthen organization and coordination to jointly promote the implementation of the standard system;③strengthen basic research,improve the standard technology level;④strengthen the publicity and implementation of standards to improve the efficiency of implementation;⑤cultivate standardized talents and build a team of high-quality talents;⑥benchmarking advanced international standards to improve the level of international standards.
