摘要
自然资源作为经济社会发展的核心要素、能量来源和空间载体,在经济高质量发展中具有战略性、基础性和不可替代性的功能和作用。本文梳理了自然资源领域高质量发展的理论基础以及取得的成效,分析了家底不清、生态恶化、开发利用无序、监管缺位等制约自然资源领域高质量发展的主要问题,并针对性地提出了构建自然资源调查评价体系、自然资源空间治理体系、自然资源监管保护体系等推动自然资源领域高质量发展的重点路径和方向。
Natural resources are the central elements,energy source and space carrier of economic and social development,which have the overall strategic foundation and irreplaceable function in the high-quality development of the economy and society.This paper combs the theoretical basis,achievements of high-quality development in the field of natural resources,analyzes the main problems that restrict the high-quality development of natural resources field,such as the lack of disordered supervision on the development and utilization of ecological deterioration and so on.The key paths and directions to promote the high-quality development of natural resources are put forward,such as the construction of natural resources investigation and evaluation system,natural resources spatial governance system,natural resources supervision and protection system,etc.
