摘要
2019年产业链现代化的建设目标提出后,中国各级政府相继出台了多项产业链政策来推进当地产业链现代化的建设,因此产业链政策的量化评估具有重要意义:一是可以发现各地区产业链政策的关注重点以及近些年来产业发展重点的变化情况;二是可以发现当前产业链政策存在的缺陷和不足,进而提出针对性的政策改进和优化建议。基于此,首先,通过网络爬虫和人工搜索相结合的方式共获取168项产业链政策文件,其中包括47项专项产业链政策和121项非专项产业链政策;其次,通过词频统计、共词分析和聚类分析等文本挖掘的方法对政策文本进行剖析,同时利用LDA主题模型对政策的主题进行异质性分析;最后,基于文本挖掘的结果搭建PMC-AE指数的政策评估框架对产业链政策进行量化评价,并利用PMC曲面探究产业链政策的优化建议。研究发现:第一,中国产业链政策的发文数量逐年增加,产业链政策中的环境型政策占比最大,需求型政策占比最小;第二,不同类型、不同地区和不同年份的产业链政策主题存在较强异质性;第三,总体而言,中国产业链政策内容制定较为合理,但仍存在需要改善的方面。为了打好产业链现代化的攻坚战,需要在政策工具、政策性质、政策领域、政策客体和政策激励5个层面进一步优化产业链政策。
The construction goal of industrial chain modernization was proposed in 2019,and Chinese governments at all levels have introduced a number of industrial chain policies to promote the achievement of goal.Therefore,the quantitative evaluation of industrial chain policies is important:firstly,it can identify the focus of industrial chain policies in each region and the changes of industrial development priorities in recent years.Secondly,it can identify the shortcomings of current industrial chain policies,and then put forward targeted policy improvement and optimization suggestions.On the basis,a total of 168 industrial chain policy documents,including 47 special industrial chain policies and 121 non-special industrial chain policies,are obtained through a combination of web crawlers and manual search;The policy texts are analyzed by text mining methods such as word frequency statistics,co-word analysis and cluster analysis.And the heterogeneity of policy topics is analyzed by using LDA topic model.Finally,a policy evaluation framework based on PMC-AE index is built to quantitatively evaluate the industrial chain policies based on the text mining results,and the PMC surface is used to explore the optimization suggestions of industrial chain policies.It is found that:firstly,the number of industrial chain policies issued in China increases year by year,and the environment-based policies account for the largest share of industrial chain policies and the smallest share of demand-based policies;Secondly,there is a strong heterogeneity of industrial chain policy topics in different types,regions and years;Thirdly,in general,the content of Chinese industrial chain policies is formulated in a reasonable manner,but there are still aspects that need improvement.In order to fight the hard battle of industrial chain modernization,it is necessary to further optimize industrial chain policies at five levels:policy tools,policy nature,policy areas,policy objects and policy incentives.
