摘要
在人口老龄化现象日益严重与数字科技日新月异的双重背景下,弥合老年数字鸿沟成为社会关注的焦点问题。在数字“接入沟”方面,老年人的数字接入具有年龄差异、互联网接入的城乡之间的显著差异等客观障碍,老年人数字参与意愿低是数字接入的主观障碍;老年人的数字使用鸿沟表现在数字使用功能、操作技能、使用时间及使用困难等诸多方面;数字鸿沟的“知识沟”更多地体现在老年人数字素养不足。基于此,要从政府、企业、社区、社会组织、家庭、同辈群体等多元主体视角建设弥合老年数字鸿沟的多维路径,将解决当前突出问题与形成长效机制相结合,既要优先保障老年人实际生活需要,又要逐步建立弥合数字鸿沟的长效机制;要把教育培训服务与数字服务并行,稳步提升老年群体的数字社会融入意愿与能力,提高数字化设施设备与公共服务的适老化水平,完善老年人数字化服务保障与数字风险防范措施;要兼顾个性的传统服务需求与共性的数字发展问题,发展包容型、友好型的数字社会。
Under the dual background of the increasingly serious aging of the population and the rapid development of digital technology,bridging the digital divide in the elderly has become the focus of social attention.Based on the survey data of the digital participation and digital gap of the elderly in Baotou,Inner Mongolia,this paper examines the manifestations and causes of the current digital“access gap”“use gap”and“knowledge gap”of the elderly.The study found that the digital access of the elderly includes objective barriers and the subjective barrier.The digital use gap is manifested in many aspects,such as digital use function,operation skills,use time and use difficulties;The“knowledge gap”is more reflected in the lack of digital literacy of the elderly.Based on that,we should build a multi-dimensional path to bridge the digital divide of the elderly such as government,enterprises,communities,social organizations,families,peer groups,and combine the solution of current outstanding problems with the formation of a long-term mechanism.We should not only give priority to the actual needs of the elderly,but also establish a long-term mechanism to bridge the digital divide;Education and training services should be parallel to digital services,steadily improve the willingness and ability of the elderly to integrate into the digital society,improve their level of digital facilities and public services,and improve the digital service guarantee and digital risk prevention measures for them;We should give consideration to both the traditional service needs of individuality and the common digital development issues to develop an inclusive and friendly digital society.
