摘要
“医生下乡”持续至今历经了多重结构形式的转变,从原初改善农村医卫条件到现在助力乡村振兴的目标进阶,愈发需要长效机制的建构与完善。基于乡村振兴战略背景,构建“医生下乡”助力乡村振兴长效机制的三大要义在于政府主导创造、医院组织推动、群众参与反馈。进而根据要义标准,厘清现行管控机制、实施机制与协调机制的不足,提出要把握好“政策效力、党政引领、业务优化、群众参与”四个节点长效施策。
“Doctors going to the countryside to provide healthcare service”has undergone a transformation of multiple structural forms,from the original improvement of rural medical and health conditions to the current goal accomplishment of helping rural revitalization,which increasingly needs the construction and improvement of a long-term mechanism.Based on the background of rural revitalization strategy,the three important aspects of building a long-term mechanism of“doctors going to the countryside to provide healthcare service”to help rural revitalization are that the government leads to create opportunities,hospitals organize to promote,and the public participate and feedback.In this paper,the authors,according to the essential standards,clarify the deficiencies of the current control mechanism,implementation mechanism and coordination mechanism.Therefore,it is proposed to handle properly the four aspects of long-term mechanism,including policy effectiveness,party and government guidance,service optimization,and mass participation.
