摘要
通过转型实现可持续发展目标是解决资源型城市经济停滞、资源枯竭、生态破坏等突出问题的“金钥匙”。本文总结分析了国内贵州省六盘水市、黑龙江省大庆市、江苏省徐州市、山西省太原市、辽宁省阜新市、山东省枣庄市等资源型城市在转型发展方面的经验做法,并在此基础上,贯彻新发展理念,提出发挥政府引导作用、提高科技创新能力、构建新型产业体系、坚持保护环境和经济发展并重、建设清洁低碳和安全高效的能源体系以及开展可持续发展示范试点等可持续发展路径。
Achieving the sustainable development goals through transformation is the"golden key"to solve the prominent problems of economic stagnation,resource depletion,ecological destruction and so on in resource-based cities.This paper summarizes and analyzes the experiences and practices of resource-based cities in transformation and development,such as Liupanshui in Guizhou Province,Daqing in Heilongjiang Province,Xuzhou in Jiangsu Province,Taiyuan in Shanxi Province,Fuxin in Liaoning Province,and Zaozhuang in Shandong Province.On this basis,by implementing the new development concept,sustainable development paths are put forward from the aspects of giving full play to the government's guiding role,improving sci-tech innovation capabilities,building a new industrial system,adhering to equal emphasis on environmental protection and economic development,building a clean,low-carbon,safe and efficient energy system,and carrying out sustainable development demonstration pilot projects.
