摘要 通过教育政策的有效调节,为弱势群体发展提供补偿性保障,已成为当今许多国家解决教育不平等问题的重要手段。“21世纪社区学习中心”计划作为当代美国政府对弱势群体进行课后服务干预的典型政策方案,在靶向定位目标对象、构建多维度课程内容、整合学校与社区教师资源、完善制度体系建设等方面形成了完整闭环。作为一项有影响力的课外服务政策,其在促进弱势群体子女学业及综合素养发展、缓解性别及种族歧视、促进社会与学校的有机联系方面,产生了政策效应。 The effective regulation of education policies to provide compensatory protection for the development of disadvantaged groups has become a vital international means to solve the issues of educational inequality.The 21st Century Community Learning Centre(21st CCLC)program,as a typical policy program of the contemporary US government to provide after-school services to disadvantaged groups,has formed a complete closed loop in targeting target objects,constructing multi-dimensional curriculum content,integrating school and community teacher resources,improving system construction,etc.As an influential after-school service policy,it has a profound effect in promoting the development of academic and comprehensive qualities of children from disadvantaged groups,alleviating gender and racial discrimination,and promoting organic connections between society and schools.
