摘要
随着我国石油化工行业的发展,用来储存石油以及液体石油产品等危险化学品的常压储罐数量也在不断增加,相关事故时有发生。然而,关于危险化学品常压储罐事故的研究并不完善,相关的法规标准体系也存在缺陷。针对此问题,从多角度出发,总结了危险化学品常压储罐相关事故研究的进展与不足。通过对国内关于危险化学品常压储罐法律、法规,有关部门发布的政策规章,以及行业标准的研究,结合相关企业意见,归纳了其标准化工作与日常管理工作中存在的问题,并提出建议,以期为减少危险化学品常压储罐事故提供参考。
With the development of China's petrochemical industry,the number of atmospheric storage tanks used to store dangerous chemicals such as petroleum and liquid petroleum products is increasing,and related accidents occur from time to time.However,the research on the accident of atmospheric storage tank of hazardous chemicals is not perfect,and the relevant regulations and standards system also has defects.In view of this problem,the research prog-ress and shortcomings of accidents related to atmospheric storage tanks of hazardous chemicals are summarized from multiple angles.Through the research on domestic laws and regulations on atmospheric storage tanks of hazardous chemicals,policies and regulations issued by relevant departments,and industry standards,and combined with the opi-nions of relevant enterprises,this paper summarizes the problems existing in their standardization and daily manage-ment,and puts forward suggestions according to the problems found,hoping to provide reference for reducing acci-dents of atmospheric storage tanks of hazardous chemicals.
