摘要
基层治理创新是一个涉及创新初始、试点、实践等三个阶段,并涵盖多个创新主体互动的动态过程。基于创新过程视角,并借鉴控制权和资源依赖理论,重点分析“上级政府—基层政府—基层自治组织”等创新主体在基层治理创新不同的过程阶段所具有的互动关系和策略,进而构建一个基层治理创新过程的主体互动框架,分析基层治理创新不同阶段创新主体互动的关键机制。基层治理创新遵循“自上而下的强控制—资源配置与创新试点博弈—创新成功、中止、失败或融合”的演进过程。在基层治理创新的不同阶段,尤其是在基层治理试点与实践阶段,创新主体均采用不同的策略而形成相应的互动关系,最终影响基层治理创新成效。目标导向与自由裁量、压力监督与资源整合、考核问责与倡议联盟是促使创新主体在不同阶段形成互动关系的关键机制。
Primary-level governance innovation is a dynamic process involving initial stage,pilot stage,and practice stage,and covering the interaction of multiple innovation subjects.Based on the perspective of innovation process,and using the theory of control and resource dependence for reference,this paper focuses on the analysis of the interactive relationship and strategies of innovation subjects including superior government,primary-level government,primary-level organizations for self-governance in different stages of primary-level governance innovation process,then constructs a framework for the interaction of subjects,and analyzes the key mechanism of subject interaction in different stages.Primary-level governance innovation follows the evolution process of"top-down strong control-resource allocation and innovation pilot game-innovation success,suspension,failure or integration".In different stages of primary-level governance innovation,especially in the pilot and practice stages,innovation subjects adopt different strategies to form corresponding interactions,which ultimately affect the effectiveness of primary-level governance innovation.Goal orientation and discretion,pressure supervision and resource integration,assessment and accountability and initiative alliance are the key mechanisms to promote innovation subjects to form interactive relationships at different stages.
