摘要
党的二十大报告提出:“依法规范和引导资本健康发展。”本文结合这一论述,对习近平总书记关于“依法规范和引导资本健康发展”的相关论述从理论内涵、理论创新和时代价值三个方面进行探讨。首先,分析“依法规范和引导资本健康发展”的理论内涵,强调坚持正确政治方向,促进资本健康发展,落实按劳分配为主体等重要观点。其次,结合国内外资本运行实践,阐述相关论述的理论创新,指出资本的良性发展是经济发展的重要动力;但资本在运行中也存在一些问题,如资本无序扩张、平台垄断等,所有这些都需要加强政府的监管和引导,优化资本运行次序,推动资本健康有序发展。最后,阐述这一思想的时代价值,体现新时代中国特色社会主义制度的优越性和适应中国式现代化的需要。坚持“依法规范和引导资本健康发展”,对于推动新时代新征程中国经济的高质量发展具有重要意义。
The report of the 20th Party Congress proposes to“regulate and guide the healthy development of capital in accordance with the law”.This paper discusses the theoretical connotation,theoretical innovation and contemporary value of General Secretary Xi Jinping's statement on“regulating and guiding the healthy development of capital in accordance with the law”in the context of this statement.Firstly,the theoretical connotation of“regulating and guiding the healthy development of capital in accordance with the law”is analyzed,emphasizing such important points as adhering to the correct political direction,promoting the healthy development of capital,and implementing the distribution according to labor as the mainstay.Secondly,the theoretical innovation of the thesis is elaborated in the light of the practice of capital operation at home and abroad,pointing out that the benign development of capital is an important driving force of economic development.However,there are some problems in the operation of capital,such as disorderly expansion of capital and platform monopoly,etc.All these require strengthening government regulation and guidance,optimizing the order of capital operation,and promoting the healthy and orderly development of capital.Lastly,it elaborates the value of the times of this idea,reflecting the superiority of the socialist system with Chinese characteristics in the new era and the need to adapt to the modernization of Chinese style.Insisting on“regulating and guiding the healthy development of capital in accordance with the law”is of great significance for promoting the high-quality development of China's economy in the new era and new journey.
