划拨土地经营性利用视角下的学校住宿费价格评估及监管机制

Price Evaluation and Regulatory Mechanism on School Accommodation Fees from the Perspective of Allocated Land for Commercial Use

摘要 旨在以学校住宿费分析为代表设计划拨土地经营性利用价格评估的方法,为政府实施划拨土地经营性利用价格监管提出探索建议。基于划拨土地管理政策和不动产经济理论,剖析了学校住宿费中房屋收益、房屋折旧、管理服务费和房屋维修费的基本构成;构建了以普通住宅租赁为参照的学校住宿费市场比较评估方法,以武汉大学弘博学生公寓为实例进行了方法的可行性验证;提出了从信息监测发现、动态科学评判和部门联合监管等三方面构建划拨土地经营性利用的监管机制。研究对于政府完善土地利用经济监管、严肃土地有偿使用制度具有重要的参考意义。 The research aim is to design price evaluation method on commercial use of allocated land by analysis of school accommodation fees and provide suggestions for governmental to implement price supervision on commercial use of allocated land.Based on management policy of allocated land and real estate economic theory,the basic composition of housing income,building depreciation,management service fee and housing maintenance fee in school accommodation fee is analyzed.Then a market comparative evaluation method of school accommodation fee with ordinary housing rental as reference is constructed and verified by the case of Wuhan University Hongbo student apartment.Corresponding regulatory mechanism of allocated land for commercial use from three aspects which are information monitoring discovery,dynamic scientific evaluation and joint supervision by departments is proposed.The study would be of great significance for government’s economic supervision on commercial use of allocated land and to promote implementing system of paid land use rigidly.
