摘要
“一带一路”倡议提出已十年时间,中蒙俄经济走廊建设取得了不少实质性进展,但也遇到诸如蒙俄市场较小、产业体系不完善等发展瓶颈,贸易水平提升低于各方预期。加之俄乌冲突的爆发和演进导致走廊向西发展受阻,探索走廊向东延伸成为现实选择。基于此,对朝鲜半岛的“五通”现状进行了考察,当前半岛南北双方在政策沟通方面主要依靠首脑会谈驱动,设施联通方面以公路交通为主,贸易畅通方面在于合作互惠互利,资金融通方面依赖合作基金支持,民心相通方面还相互存在芥蒂。近期,中蒙俄经济走廊向东延伸到朝鲜半岛主要受到俄乌冲突、岛内政权更迭两方面的影响,中国需要认真对待。
It has been ten years since the Belt and Road Initiative was proposed.The construction of China-Mongolia-Russia Economic Corridor has made substantial progress,but it has also encountered development bottlenecks such as the small market and imperfect industrial system of Russia and Mongolia,and the improvement of trade level was lower than expected.In addition,the outbreak and evolution of the Ukraine crisis has hindered the corridor's developing westward,and exploring the eastward extension of the corridor has become a realistic choice.Based on this,this article examines the current situation of the"Five Links"on the Korean Peninsula.Specifically,the current policy coordination between the North and South sides of the peninsula is mainly driven by summit talks.The connectivity of infrastructure is mainly connected by roads.The unimpeded trade depends on cooperation and mutual benefit.The financial integration relies on the support of cooperation funds.In terms of closer people-to-people ties,both sides still have a grudge against each other.Recently,the extension of the China-Mongolia-Russia Economic Corridor eastward to the Korean Peninsula has been mainly affected by the Ukraine crisis and the regime change in the island,which China needs to take seriously.
