摘要
在"双循环"背景下,提升贸易便利化水平是推动中药国际化发展的重要途径。利用东盟国家2011—2017年的数据,创新性构建涵盖41个三级指标的贸易便利化综合评价指标体系,通过主成分分析测算东盟贸易便利化水平,并构建拓展的引力模型测算东盟贸易便利化对中国中药出口贸易的影响程度。结果表明,贸易便利化对中国中药出口有最大程度的促进作用,东盟贸易便利化水平每提高1%,中药出口贸易额将提高4.784%;四个一级指标回归系数大小依次为海关与边境管理(5.648)、基础保障与物流运输(4.343)、金融与电子商务(2.460)、政府管理与监管规制(1.715),这些指标均对中药出口贸易有显著正向影响。最后提出提高贸易便利化水平、促进中药贸易国际循环发展的对策建议,以促进中国—东盟中药贸易高质量发展。
Against a background of "dual circulation",enhancing trade facilitation is an important way to promote the internationalization of traditional Chinese medicine(TCM).A comprehensive evaluation index system of trade facilitation with 41 three-level indicators was constructed based on the data of ASEAN countries from 2011 to 2017.First,the trade facilitation level of ASEAN was measured with principal component analysis method.Then,the calculation results were introduced into the constructed extended gravity model to perform regression analysis to measure the degree of the impact of ASEAN trade facilitation on China’s export trade of TCM.The result showed that trade facilitation has the greatest effect on the export of TCM products,that is,if the ASEAN trade facilitation level is increased by 1%,the export volume of TCM products will increase by 4.784% provided other conditions remain unchanged.And the regression coefficients of the four first-level indicators of trade facilitation are R(5.648),T(4.343),C(2.460) and F(1.715) respectively,showing the positive impact on the export trade of TCM products.Finally,according to the analysis above,suggestions of improving the trade facilitation level and accelerating the TCM trade international circulation development were made to promote the high-quality development of China-ASEAN TCM product trade.
