摘要
2022年以来我国出台了一系列政策,建立健全绿电绿证制度,促进绿电绿证市场建设,推动全社会和重点企业加大绿色电力消费力度。构建全国统一的绿色电力消费认证体系,是实现可再生能源消费基础凭证作用的关键抓手,是助力提升社会对绿色电力消费认可度和全国统一电力市场建设的重要举措。本文分析对比了国内外绿色电力认证的标准与方法,分析我国当前绿电消费的认证需求,提出基于国情的认证体系构建思路,为构建绿电消费认证体系,促进绿色电力消费提供参考。
Since 2022,a series of policies have been issued to establish and improve the green power and green certificate system,promoting the construction of the green power and green certificate market,and the increase of green power consumption by the whole society and key enterprises.Building a nationwide unified certification system for green power consumption is a key lever to achieve the basic certification role of renewable energy consumption,and an important measure to help enhance social recognition of green power consumption and the construction of a unified national electricity market.Standards and methods for green power certification at home and abroad are analyzed and compared,the current certification needs of green power consumption in China are analyzed,a certification system construction approach which is in line with China's national conditions is also proposed.Reference for building a unified green power consumption certification system is provided to promote green power consumption.
