摘要
美国对香港的民主输出战略是美国对外政策尤其是对华政策中的关键组成部分。从历史演进的角度来看,美国对中国香港的民主输出经历了冷战爆发至冷战结束的低调关注阶段、冷战结束至中国恢复对中国香港行使主权的直接介入阶段,和中国香港回归之后的积极干涉阶段,美国所使用的政策手段也逐渐从软干涉演进到硬干涉。在中国香港国安法颁布实施之后,美国对港民主输出战略发生重大变化,其中的风险值得我们关注和警惕。
The democracy export strategy of the United States towards China Hong Kong is a key component of its foreign policy,and especially its policy towards China.From the perspective of historical evolution,the democracy export of the United States towards China Hong Kong has gone through the period of low-key attention from the outbreak to the end of the Cold War,the period of direct intervention from the end of the Cold War to China's resumption of sovereignty over China Hong Kong,and the period of active intervention after China Hong Kong's reunification with the motherland.The policy instruments employed by the United States have also gradually evolved from soft intervention to hard intervention.After the promulgation and implementation of the China Hong Kong National Security Law,the United States'democracy export strategy towards China Hong Kong has undergone major changes,and the risks involved are worthy of our attention and vigilance.
