摘要
药品集中带量采购制度是我国现阶段医药卫生体制改革的重要手段。构建国内药企、国外药企和政府的三方演化博弈模型,计算各方策略选择的演化稳定性,并分析各模型要素对三方策略选择的影响。利用Matlab进行仿真分析,得出如下结论:(1)政府应采用先高后低的定价策略,在高定价吸引药企充分参与带量采购后,再逐步降低药品定价;(2)在演化稳定市场环境下,政府设定的采购价格给国内外药企带来的收益必须大于其损失利润与节约成本之差,才能保障企业的参与;(3)提升国内药企的竞争力、有效治理医药领域的问题对增强企业参与带量采购的稳健性具有重要意义;(4)在招标、谈判阶段重点考量企业的信用、质量和供应,也是促进企业参与带量采购的有效途径。
A policy of centralized bulk-buying(CBB)can reduce the burden for civilians to seek medical treatment,reduce the transaction cost of enterprises,and guide medical institutions to regulate the use of drugs.It is a breakpoint of China's current medical reform.To correct the shortcomings in the implementation of the original CBB policy,this paper builds a tripartite evolutionary game model among domestic pharmaceutical manufacturers,foreign pharmaceutical manufacturers,and government procurement agencies.Calculating the evolutionary stability of each participant's strategy choices,using Matlab to simulate the process,the following conclusions are drawn:(1)the government should adopt a high first and then low pricing strategy,and gradually reduce drug pricing after high pricing attracts pharmaceutical companies to fully participate in volume procurement;(2)to guarantee the participation of enterprises in an evolutionarily stable market environment,the government should set reasonable prices in line with the conditions that the benefits to enterprises are greater than the differences between their loss of profits and cost savings;(3)enhancing the competitiveness of domestic pharmaceutical manufactures and effective management of the problems in the pharmaceutical field is of great significance to enhance the stability of enterprises;(4)considering the credit,quality,and supply of the enterprises in the bidding and negotiation stages is also effective ways to promote enterprises to participate in CBB.
