摘要
目的了解重庆市各级疾病预防控制中心学校卫生服务能力现状,为加强学校卫生服务能力建设提供依据。方法编制统一调查表,对全市40家市、区/县疾病预防控制中心(以下简称疾控中心)的210名学校卫生工作人员进行问卷调查,分析疾控中心人员特征、经费来源、组织协调等情况。结果全市各级疾控中心设置独立学校卫生所/科的比例为7.50%,共有学校卫生工作人员210人,仅占疾控中心在岗职工数的6.60%。57.69%的学校卫生工作人员为初级职称或无职称;从事学校卫生工作年限以1~5年为主;过去一年学校卫生专项经费仅占总业务经费的2.67%;仅有17.50%的疾控中心使用信息化平台,但功能非常单一。结论重庆市各级疾控中心学校卫生所/科设置不全;学校卫生工作人员队伍严重不足,结构不合理,缺乏相关学校卫生知识培训;科研能力和信息化能力急需提升。建议建立有效的学校卫生工作体系,加大对学校卫生工作人才队伍的培养力度。
Objective To investigate the current situation of school health service ability of centers for disease control and prevention,and to provide reference for strengthening the construction of school health service ability in Chongqing City.Methods The questionnaire was designed uniformly and adopted to investigate the school health service ability among 40 CDCs and 210 school health technicians in Chongqing City.The human resource characteristics,funding sources,organization and coordination of CDCs were analyzed.Results The proportion of independent school health institutions/departments was 7.50%.There were 210 school health technicians,but it only accounted for 6.60% of all staff in CDCs.About 57.69% of school health technicians had no professional title or primary title.They were mainly engaged in school health work for 1~5 years.The special fund for school health only accounted for 2.67% of the total fund in the past year.Only 17.50% of CDCs used information platform,but the function of those platform was very simple.Conclusion The establishment of school health institutions of CDCs at all levels is not complete in Chongqing City.The school health staff is seriously inadequate,the structure of talent team is not reasonable,and the relevant training is insufficient.There is an urgent need to improve the scientific research and informationization capabilities.It is suggested for CDCs to establish an effective school health system,and strengthen the training of talent team.
