摘要
政府动员是国家权力进入乡村社会的重要治理方式,但“乡村建设运动而乡村不动”的困境及其发生逻辑仍然有待探索。立足于制度与民情的互动框架,以鄂东S镇人居环境整治为例,揭示了基层政府动员的过程、策略及其结果。研究发现,农民群体维系公私边界的日常生活惯例与政绩导向的压力型体制之间存在目标张力,引发了公共政策的消极参与;政府动员虽然试图激活政党伦理下的集体主义传统,但无法协调私人利益和公共利益之间的价值张力;在经济理性的驱动下,农民群体具有谋求利益最大化的行动倾向,但与公共政策的项目化运作之间存在行动张力,最终促使动员策略“遇冷”。上述三重张力共同形塑了政府动员低度响应的政策结果,应从建构弹性兼容的政策网络、培育主体参与的公共精神和重建文化正当性等方面提升政府动员的有效性。
Government mobilization is an important governance method for state power to enter rural society,but the dilemma of"village construction movement while the village remains immobile"and its logic of occurrence still need to be explored.Based on the interactive relationship between system and public sentiment,this study takes the residential environment improvement action in S town in eastern Hubei as an example to reveal the process,strategy and results of grassroots government mobilization.It is found that there is a goal tension between the family life logic that maintains the boundaries of the group and the performanceoriented pressure-type system,which induces the peasant group to resist the concept of policy implementation.Party ethics cannot effectively coordinate the value tension between individual interests and public interests while reactivating collectivism ethics.The peasant action to maximize benefits conforms to the principle of market rationality,but there is an action tension between it and the project-based operation of human settlements remediation,which prompts the formal or informal mobilization strategy to be"cold".The above three tensions have jointly shaped the policy outcome of low government mobilization response,and the effectiveness of policy mobilization should be improved from the aspects of building flexible and compatible policy networks,cultivating public spirit of subject participation,and rebuilding cultural legitimacy.
