摘要
南极国际治理向来被誉为防止冲突、促进国际合作的治理典范,为国家管辖范围以外的国际空间和公共资源的治理提供了相关经验。随着科技的发展以及人类在南极地区活动的增加,南极与全球事务的联系日益密切,成为世界地缘政治、地缘经济、环境生态与地缘科技交织互动的区域。同时,南极国际治理也呈现出治理需求扩大化、治理议题联动化、治理理念竞争化等新趋势。在当今大国战略竞争日趋激烈的百年变局中,地缘政治因素不时会干扰南极治理,南极面临治理议题结构复杂、治理主体信任缺失、治理制度效能不足等新挑战。鉴于此,为推动南极国际治理朝更为公正合理的方向发展,可从价值、制度和路径等层面积极推动共建南极命运共同体。
The Antarctic governance has always been considered as a model for preventing conflicts and promoting international cooperation,which provides relevant experience for the governance of international space and public resources beyond the scope of national jurisdiction.With the development of science and technology and the increase of human activities in the Antarctic region,Antarctica is increasingly connected with global affairs,interacting with the world's geopolitics,geo-economics,environmental ecology and science.The new situations have brought new trends to the Antarctic governance,such as the expansion of governance demands,the linkage of governance issues,and the competition of governance concepts.In the world today when strategic competition among major powers is increasingly fierce,Antarctic governance is hard to escape from the geopolitical competition.In view of this,to promote the development of Antarctic governance in a more just and fair direction so as to realize the goal of benefiting all mankind,it would be helpful to actively promote the joint construction of an Antarctic community with a shared future.
