摘要
农村学校办学质量评估是一项复杂的系统工程,单一从评估机制的改革、评估方式的优化或者评估内容的完善分析农村学校办学质量评估问题,均不能全面揭示其内在运行机制。系统观念从整体出发,着眼于内在联系,指向整体的最优化发展,能够为分析农村学校办学质量评估问题提供有效的方法论支持。从系统观念视角来看,目前我国农村学校办学质量评估中尚存在很多失衡和不和谐现象。良性的农村学校办学质量评估兼具有机整体性、多元复杂性、动态关联性和非静态平衡性的特点。农村学校办学质量评估的改革与优化需要关注学校独特性,建构权责分明、多元协作的评估机制,加强发展性指标研制,重视办学质量指数建构,强化关键影响因素评估,建立多维反馈机制。
The evaluation of rural schools quality is a complex systematic project.The reform of the evaluation mechanism,the optimization of evaluation methods,or the improvement of evaluation content can not fully reveal the internal operating mechanism of rural school quality evaluation.System Concept starts from the whole,focuses on the internal connection,and points to the optimal development of the whole,which can provide effective methodological support for the analysis of the quality evaluation of rural schools.From the perspective of Systems Concept,there are still many imbalances and disharmony in the evaluation of the quality of rural schools in our country.A benign rural school running quality assessment has the characteristics of organic integrity,multiple complexity,dynamic relevance and non-static balance.The reform and optimization of the quality evaluation of rural schools need to pay attention to the uniqueness of the school,construct a clear-cut and diversified and collaborative evaluation mechanism,strengthen the development of developmental indicators,attach importance to the construction of the school quality index,strengthen the evaluation of key influencing factors,and establish a multi-dimensional feedback mechanism.
