高新技术企业人才配置再优化研究——以浙江省海宁市为例

摘要 人才是高新技术企业发展的关键因素,高新技术企业在实施创新驱动发展战略的过程中也承载着集聚人才的作用,两者协同关系的优化,将形成助推经济高质量发展的重要力量。该文以海宁市实施人才强市战略为例,分析样本企业的人才结构,通过问卷调查,了解高新技术企业人才配置现状,并重点通过对政府人才政策和企业人才需求的契合关系研究,发现两者在补偿性契合度方面存在的问题,进而从人才政策结构、产业结构、产学研要素配置三方面提出再优化建议。 Talents are the key factor in the development of high-tech enterprises,and high-tech enterprises also play the role of gathering talents in the implementation of innovation-driven development strategies.The optimization of the collaborative relationship between the two will undoubtedly form an important force to promote high-quality economic development.Taking the implementation of the strategy of strengthening the city with talents in Haining as an example,this paper analyzes the talent structure of sample enterprises,understands the current situation of talent configuration in high-tech enterprises through a questionnaire survey,focuses on the study of thefitting relationship between government talent policies and enterprise talent needs,finds out the problems existing in the compensatory fitness between the two,and finally proposes suggestions for re-optimization in aspects of talent policy structure,industrial structure,and configuration of elements of enterprises,universities and scientific research institutions.
