摘要
公共问题的跨域性和复杂性使其成为公共治理面临的棘手问题。中国的大气污染防治成效获得国际社会的广泛认可,空气质量改善成效显著,关键在于具有中国特色的区域大气污染协同治理发挥了有效作用。以京津冀为例,运用单案例分析方法解释大气污染协同治理中区域政府间合作的制度逻辑。中央驱动作为一种纵向整合机制,主要是从价值驱动和目标驱动两个维度,通过领导小组机制、动员机制和巡视督察机制作用于政府间合作。作为横向利益协调的制度激励,主要通过正向制度激励增加合作方的合作净收益,确保合作的可持续性;通过负向制度激励进行有效监督,以实现可信承诺。纵向整合机制和横向激励机制互为依托,推进了区域大气污染协同治理的有效性与可持续性。
The cross-region and complexity of public issues make it a wicked problem for public governance.China’s achievements in preventing and controlling air pollution have been widely recognized by the interna⁃tional community,and significant progress has been made in improving air quality.The key is that regional air pollution control with Chinese characteristics has played an effective role.This study takes the Beijing-Tianjin-Hebei region as an example,and uses a single case analysis method to explain the institutional logic of regional air pollution collaborative governance.Main conclusion:As a vertical integration mechanism,central drive mainly acts on inter-governmental cooperation from two dimensions of value drive and goal drive through group mechanism,mobilization mechanism and inspection mechanism.As the institutional incentive of horizontal in⁃terest coordination,the positive institutional incentive is mainly used to increase the net profit of cooperation to ensure the sustainability of cooperation.Effective supervision is carried out through negative institutional incen⁃tives to achieve credible commitments.Vertical integration mechanism and horizontal incentive mechanism sup⁃port each other,great achievements have been made in the prevention and control of air pollution across China.
