摘要
欧洲区域一体化并不主要是一种政府间制定条约的事务,而是一种社会进程。为了深入了解欧洲联盟的发展,准确评价区域一体化状况,应该采取自下而上的视角进行分析。欧洲联盟不会成为民族国家的替代品,它将发展为"多国家的欧洲";作为法团行为体,欧洲联盟能够采取共同行动处理国内外事务,甚至已经成为一个法律共同体;作为集体行为体和制度化的谈判协商体系,欧洲联盟可以帮助各自治行为体共同作出决定并追求其自身利益;欧洲联盟还是一个渗透型治理体系,借助跨国政策网络,各利益集团可以在政策制定的各个层面上施加影响。
Europe integration is not a matter of a treaty negotiated by governments, but a social progress. In order to get further understanding of EN and evaluate the condition of regional integration precisely, we should make an analysis in a way of starting from subordinates. EN will not become a substitute of national countries, but will develop into a 'multi - national Europe'; as a legal group, EN can take common action to meet both domestic and foreign matters, and it even has become a legal community; as a group behavior body and institutional agreement system, all the interest groups can impose their influence on policy making at every level, by the aid of transnational policy web.
