摘要
全面推进乡村振兴背景下,通过媒介动员来激活基层群众参与是提升乡村治理内源性动力的关键。基于地方媒介动员实践案例,对基层媒介动员的实践形态、运作逻辑及动员机制展开分析,探讨如何通过媒介技术推动群众参与,可以发现,当前基层社会已构建起多元并存的媒介动员机制,与之相应,基层治理呈现出混合媒介嵌入的动员形态。聚焦媒介动员的实践表达,基层媒介重塑了科层与社会、政策与群众、群众主体之间的关系距离,并通过共时生态重构主体关系、媒介融合推动深度动员、媒介赋能导向社区参与这三重机制实现了媒介行为向群众参与的转化。尽管媒介动员在很大程度上降低了基层动员的组织成本,提升了群众参与的自主性,但不能将媒介动员及其潜在的技术治理等同于基层治理的全域技术替代,而是应在充分发挥媒介技术治理功能的同时,重视基层组织建设和面对面的群众路线实践。
Under the background of comprehensively promoting rural revitalization,activating grassroots mass participation through media mobilization is the key to enhance the endogenous motivation of rural governance.Based on the practical cases of local media mobilization,this paper analyzes the practical form,operational log⁃ic and mobilization mechanism of grassroots media mobilization,aiming at exploring how to promote mass par⁃ticipation through media technology.It is found that the current grass-roots society has built a multi-media mo⁃bilization mechanism,and at the same time,rural areas show the form of mixed media embedded in grassroots governance.Focusing on the practical expression of media mobilization,grassroots media reshaped the relation⁃ship distance between bureaucracy and society,policy and the masses,and the main body of the masses.On this basis,the three mechanisms,namely,synchronic ecological reconstruction of subject relationship by media technology,deep mobilization promoted by media integration,and community participation guided by media em⁃powerment,have realized the transformation from media behavior to mass participation.Although media mobili⁃zation has greatly reduced the costs of grassroots mobilization and enhanced the autonomy of mass participa⁃tion,it needs to be clear that media mobilization and its metaphorical technical governance cannot be equated with all-field technical substitution of grassroots governance.Therefore,this paper advocates that while giving full play to the governance function of media technology,we should attach importance to the construction of grassroots organizations and face-to-face mass work.
