摘要
推进农业强国建设是全面建设社会主义现代化强国的必然要求。建设农业强国必须准确把握农业强国的战略内涵,明确其本质特征、国情特色、国际通识、建设目标、基本前提及战略主线。为确保农业强国战略的有效推进,要找准突破口,着重从激活“四化同步”蕴含的外部动力、城乡融合发展激发的内源性动力、双层经营体制的弹性和韧性及高水平开放注入的发展动力四个层面入手,挖掘建设农业强国的动力源,走出一条中国特色的农业强国之路。从战略布局上看,农业强国战略应与扩大内需战略、乡村振兴战略、新型城镇化战略、“双碳”转型战略等国家重大战略统筹谋划,一并推进;从政策选择上看,要强化规划引领保障,夯实人才基础支撑,创新政策支持体系,深化城乡联动改革,协同推进释放政策合力,实现农业大国向农业强国的迈进。
Promoting the construction of a powerful agricultural country is an inevitable requirement for building a modern socialist country in an all-round way. To build an agricultural power, we must accurately grasp the strategic connotation of the agricultural power, clarify its essential characteristics, national characteristics, international common sense, construction objectives, basic premise and strategic main line. In order to ensure the effective promotion of the agricultural power strategy, it is necessary to find a breakthrough, focusing on the external power contained in the activation of the “simultaneous realization of industrialization, informatization, urbanization and agricultural modernization”, the internal power stimulated by the urban-rural integration development, the flexibility and toughness of the two-level management system and the development power injected by the high-level opening, to excavate the momentum source of building an agricultural power, and to forge a road of agricultural power with Chinese characteristics. From the perspective of strategic layout, the strategy of strengthening the country through agriculture should be promoted together with the strategy of expanding domestic demand, the strategy of rural revitalization, the strategy of new urbanization, the “double carbon”transformation strategy and other major national strategies. From the perspective of policy choice, it is necessary to strengthen the planning guidance and guarantee, consolidate the talent base support, innovate the policy support system, deepen the urban-rural linkage reform, and jointly promote and release the policy synergy, so as to realize the transformation from a large agricultural country to an agricultural power.
