摘要
高质量发展是中国式现代化建设的首要任务,金融高质量发展是经济高质量发展的重要机制和推进器。金融高质量发展应以习近平总书记关于金融问题的系列重要论述为行动指南,紧扣实体经济高质量发展的内在要求,提高金融与经济的契合程度,这同时是金融高质量发展的过程。要守住不发生系统性金融风险的底线,金融在高质量发展过程中需要有效解决好完善金融统计、防范债务增长风险、引导资本健康发展、加强对跨境资本流动的监控等问题。深化金融供给侧结构性改革应确立尊重常识、尊重规律和尊重法律的改革理念,厘清各层面的改革重心,形成判别金融改革成效的体系。
Summary:High-quality development is the primary task of China's path to modernization,and high-quality financial development is an important mechanism and propeller for high-quality economic growth.This development should be guided by General Secretary Xi Jinping's series of important expositions on financial issues.Keeping close to the inherent requirements of high-quality development in the real economy and improving the fit between finance and the economy is the process of highquality financial development.To maintain the bottom line of avoiding systemic financial risks,it is necessary to effectively address problems such as improving financial statistics,preventing debt growth risks,guiding the healthy development of capital,and strengthening monitoring of cross-border capital flows.In order to deepen the structural reform of the financial supply side,it is necessary to establish a reform concept that respects common sense and laws,clarifies the focus of reform at all levels,and forms a standard system for judging the effectiveness of financial reform.
