摘要
公安大数据战略的深入开展推动了数据服务公安实战效能的提升。然而,数据质量不高、标准规范各异、共享应用不够、深度挖掘能力欠缺等现象制约了大数据在公安工作中的应用。通过对公安大数据现状的分析,剖析了当前公安大数据治理过程中存在的应用系统多而散、数据融合难、资源利用率低问题,从治理机制、数据壁垒、治理力度等方面找出了影响数据治理效能的症结。结合当前公安大数据治理的现状,从数据治理制度、技术手段、治理架构、治理流程、大数据治理人才培养等方面提出了优化公安大数据治理的路径,为公安大数据的进一步发展和公安信息化建设提供参考,以提升公安机关大数据治理的能力和管理水平。
The in-depth implementation of the public security big data strategy has promoted the improvement of the practical effectiveness of data services for public security.However,the low quality of data,different standards and specifications,insufficient sharing applications,and lack of deep mining capabilities restrict the application of big data in public security work.Through an analysis of the current situation of public security big data,this paper analyzes the problems existing in the current public security big data governance process,such as multiple and scattered application systems,difficult data fusion,and low resource utilization.The crux affecting the effectiveness of data governance is identified from aspects such as governance mechanisms,data barriers,and governance efforts.Based on the current situation of public security big data governance,several ways are proposed to optimize public security big data governance from data governance systems,technical means,governance architecture,governance processes,and talent cultivation for big data governance,laying a solid foundation for the further development of public security big data and the informatization construction of public security,so as to improve the ability and management level of public security organs in big data governance.
