摘要
能源高质量发展是实现“碳达峰、碳中和”战略目标的必然要求。本文以五大新发展理念为指导,从创新驱动、协调发展、绿色清洁、开放安全、民生共享五个维度出发,构建能源高质量发展综合评价体系。采用全局熵权TOPSIS法测算2008—2021年中国区域能源高质量发展水平的综合评价值,基于TOWA算子加权得到动态综合评价值,并利用障碍度模型分析中国能源高质量发展的障碍因子。研究结果表明:中国能源高质量发展水平呈现波动上升趋势,按照地理位置划分,其发展水平由高到低分别为东部、西部和中部;中国能源高质量发展的空间分布呈现“东西部高、中部低”的特征;能源工业投资强度、每万人专利申请授权数、能源自足率是中国大多数省区市能源高质量发展的主要障碍因子。本文根据研究结论提出有针对性的政策建议,可为中国能源业制定发展策略提供理论支持,对推进中国区域能源高质量的全面发展具有现实意义。
High-quality development of energy is an inevitable requirement for achieving the strategic goal of"peak CO2 emissions,carbon neutrality".Guided by the new five development concepts,starting from the five dimensions of innovation-driven,coordinated development,green and clean,open and safe,and people′s livelihood sharing,this paper built a comprehensive evaluation system for high-quality energy development.The global entropy weight TOPSIS method is used to measure the comprehensive evaluation value of China′s high-quality regional energy development level from 2008 to 2021,and the TOWA operator is used to aggregate in the time dimension to obtain the dynamic comprehensive evaluation value,and the obstacle degree model is used to analyze the obstacle factors of China′s high-quality energy development The results show that the high-quality development level of China′s energy presents a fluctuating upward trend.According to the geographical location,the energy development level ranges from high to low in east、west and central respectively.The spatial distribution characteristics of China′s highquality energy development is showing"high in the east and west,low in the middle".Energy industry investment intensity,number of patent applications granted per 10,000 people,and energy self-sufficiency rate,are the main obstacles to the high-quality development of energy in most provinces and cities in China.Based on the research conclusions,this paper puts forward targeted policy recommendations,which can provide theoretical support for the formulation of development strategies for China′s energy industry,and have practical significance for promoting the comprehensive development of high-quality regional energy in China.
