摘要
随着林权确权登记全面纳入不动产统一登记一窗受理,如何以坚持不变不换、物权法定、问题导向、便民利民为原则,清理规范林权确权登记历史遗留问题,全面履行林权登记职责,成为当前林权制度改革的重要议题。通过对安徽省林权确权登记历史遗留问题现状进行梳理,采取多案例分析的研究方法,以宣城市不同地区清理规范历史遗留问题的创新做法为参考,以点带面捋清安徽省林权确权登记历史遗留问题的成因,并在此基础上提出了解决林权确权登记历史遗留问题的对策建议,从而推动林权登记法治化、规范化、标准化和信息化。
With the full integration of forest right confirmation and registration into the unified registration of real estate,how to clean up the problems left over by the history of forest right confirmation and registration and fully fulfill the responsibility of forest right registration based on the principles of insisting on unchanged,legal property rights,problem orientation,convenience and benefit to the people has become an important issue in the reform of forest right system in China.By sorting out the current situation of the problems left over by history of forest right confirmation and registration in Anhui Province,adopting the research method of multi-case analysis,taking the innovative practice of cleaning up and standardizing the problems left over by history in different regions of Xuancheng City as a reference,this paper clarifies the causes of the problems left over by history of forest right confirmation and registration in Anhui Province,and puts forward some countermeasures and suggestions to solve the problems left over by history of forest right confirmation and registration,so as to promote the legalization,standardization,standardization and informatization of forest right registration.
