摘要
2018年国家发改委将衡阳列为陆港型国家物流枢纽承载城市。为确保国家物流枢纽承载城市的顺利建设,现从衡阳市选出5个位于不同区域的龙头物流企业作为陆港型国家物流枢纽的选址点,采用模糊综合评价法进行综合评价。首先,选取评价指标,确保选取的指标全面、科学且相关度高,以此构建陆港型国家物流枢纽选址的评价指标体系。其次,为弥补单一权重可靠性低的缺点,采用了层次分析法和熵值法两种主客观权重相结合的方法,得到了可靠性高的综合权重。最后,运用隶属函数和区域赋值,分别确定定量和定性指标的隶属度;在此基础上,构建出模糊评价矩阵,计算模糊综合评价值。从5个备选点中选出评价值最高的点作为最优选址点,并针对其他备选点的功能提出针对性发展策略。
In 2018,the National Development and Reform Commission listed Hengyang City as a land port type national logistics hub carrier city.In order to ensure the smooth construction of the national logistics hub bearing city,five leading logistics enterprises locat⁃ed in different regions are selected from Hengyang City as the site selection of the land port type national logistics hub,and the fuzzy comprehensive evaluation method is used for comprehensive evaluation.Firstly,select evaluation indicators to ensure that the selected indicators are comprehensive,scientific,and highly relevant,in order to construct an evaluation index system for the location selection of land port type national logistics hubs.Secondly,in order to compensate for the low reliability of a single weight,a combination of sub⁃jective and objective weights,Analytic Hierarchy Process(AHP)and Entropy Method,was used to obtain a comprehensive weight with high reliability.Finally,the membership functions and regional assignments are used to determine the membership degrees of quantita⁃tive and qualitative indicators,respectively.On this basis,a fuzzy evaluation matrix is constructed to calculate the fuzzy comprehensive evaluation value.The site with the highest evaluation value from the 5 candidate sites as the optimal site is selected,and the targeted development strategies for the functions of other candidate sites are proposed.
