摘要
乡村公共法律服务体系作为全面依法治国和乡村振兴两大战略交融的平台,反映了一个地区的法治进程和治理成果。江苏省作为全国范围内的立法表率和实践先驱,承担了改革与发展探路的重担。而这一过程中,也暴露了城乡地区法律资源分配不均、针对乡村的法律规范缺失、基层法律服务专业人员和资金供给不足、乡风民俗与法治建设冲突等问题。因此,推进公共法律服务下沉,应当以实现均等化为目标,努力构建完善的法律体系、保障体系、监督体系,并且在体系嵌入乡村振兴的过程中注重与传统道德理念、风俗习惯共生共存、融合发展,从而为推动乡村振兴和为现代化法治国家建设注入不竭动力。
Rural public legal service system,as a platform integrating the two strategies of promoting the rule of law and rural revitalization,reflects the process of the rule of law and the results of governance in a region.As a legislative example and practice pioneer in the whole country,Jiangsu Province undertakes the heavy burden of exploring the road of reform and development.In this process,problems such as the uneven distribution of legal resources in urban and rural areas,the lack of legal norms for rural areas,the shortage of grassroots legal service professionals and funds,and the conflict between rural customs and rule of law construction have also been exposed.Therefore,to promote the sinking of public legal services,we should aim at achieving equality,strive to build a perfect legal system,security system and supervision system,and pay attention to the coexistence and integrated development of traditional moral concepts and customs in the process of embedding the system into rural revitalization,so as to inject the power into the promotion of rural revitalization and the construction of a modern rule of law country.
