摘要 介绍了某炼化企业以贯彻中国石化HSE管理体系为契机,梳理安全文化建设总体思路和体系要求,提出构建“提升引领力、执行力,提高责任感,自豪感”为主要内容的“两力两感”特色安全文化的建设思路,即:强化安全管理核心理念,提升思想引领力;从严安全管理规章制度,提升企业执行力;规范安全管理活动行为,提高员工责任感;打造先进安全文化品牌,提高队伍自豪感,为炼化企业开展安全文化建设提供借鉴。 A refining and chemical enterprise to implement Sinopec HSE management system as an opportunity was introduced.The overall idea and system requirements of safety culture construction were sorted out.The construction idea of“two forces and two senses”characteristic safety culture construction of“improving leading force,executive force,improving sense of responsibility,pride”as the main content was put forward,that was“strengthening the core concept of safety management,enhancing the thought leading force;strictting safety management rules and regulations,improving the execution of enterprises;standardizing safety management activities,improving employee responsibility;building advanced safety culture brand,enhancing the team pride”.It provided reference for refining and chemical enterprises to carry out safety culture construction.
