新平县自然保护地整合优化探析 被引量:3

摘要 自然保护地整合优化是构建以国家公园为主体的自然保护地体系的重要组成部分,是推动建立分类科学、布局合理、保护有力、管理有效的自然保护地体系的关键路径。以新平县的自然保护地为例,在对现有不同级别、不同类型的自然保护地开展详细的摸底调查,对新平县国土空间规划、生态保护红线、公益林区划和县域资源保护空缺数据进行分析的基础上,对新平县现有保护地进行科学评估,剖析存在的现实矛盾冲突、空间重叠、历史遗留问题、发展与保护的突出矛盾问题等,提出新平县自然保护地整合优化预案。可有效解决现有自然保护地中存在的突出问题,为构建更为科学合理的自然保护地体系,确保重要自然生态系统、自然景观、自然遗迹及生物多样性得到系统性保护等提供参考。 Integration and optimization of natural protected areas is quite important and critical for establishinga natural areas protection system with national parks as the main body,and which is scientifically classified,rationally distributed,effectively protected,and scientifically managed.Taking Xinping County of Yunnan Province as an example,based on the detailed survey of the natural protected areas at various levels and of different types,through comprehensively analyzingthe county territorial space planning data,ecological protection red line,public welfare forest regionalization and resource protection vacancy,the presentstatus of natural protected areas of Xinping County were evaluated.By reviewing and analyzing the existed conflicts,natural protected area overlapping,issues inherited from the past and obvious contradiction between protection and development,a preliminary plan for the integration and optimization of natural protected areas of Xinping was proposed.Aimed at facilitating the problem solving in natural protected areas of Xinping County,this study provided a reference for constructing a scientifical and rational natural areas protection system,and for the systematically protection of important ecological system,natural landscapes,natural relics and biodiversity.
