区域教育数字化转型的顶层设计与实践路径

摘要 随着教育数字化转型的日益深入,将区域作为教育数字化转型的结构单元进行探索与实践已成为一种范式。济南市将教育数字化转型作为支撑教育改革发展的基础性、先导性、战略性举措,通过开展系统化的顶层设计和可落地的实践路径,以教育数字基座为支撑,将数据贯通于业务体系、标准体系、技术体系和评价体系4个关键体系,围绕精准化教学、个性化学习、智能化研修、自适应测验、证实性评价、数字化治理等N个关键教育教学场景的数字化转型,初步形成了“1+4+N”的教育数字化转型济南范式;并通过政策环境营造、教学模式创新、数字技术应用、资源供给改革、大数据应用创新、服务场景拓展、体制机制革新等7个方面的系统设计与融合应用,建构起系统化、结构化、全景化的区域教育数字化转型体系,为区域教育数字化转型全面、深入、高效推进提供了参考。 With the deepening of education digital transformation,it has become a paradigm to explore and practice the region as the structural unit of education digital transformation.The digital transformation of education is regarded as a basic,guiding and strategic measure to support the reform and development of education.By carrying out systematic top-level design and practical paths that can be implemented,Jinan integrates data into four key systems,namely,business system,standard system,technology system and evaluation system,supported by educational digital base.Centering on the digital transformation of key education and teaching scenes such as precision teaching,personalized learning,intelligent research and training,adaptive testing,confirmatory evaluation,digital governance,the Jinan paradigm of education digital transformation of“1+4+N”has been initially formed.And through seven aspects of system design and integrated application,including policy environment creation,teaching mode innovation,digital technology application,resource supply reform,big data application innovation,service scene expansion,and system and mechanism innovation,it constructs a systematic,structured and panoramic digital transformation system of regional education.Thus,It provides a reference for the comprehensive,in-depth and efficient promotion of regional education digital transformation.
