摘要
二战以来,科学与外交结合逐步加强。科学外交是应对全球挑战问题重要途径。其特点:作为一种国际社会交往形式,实践性、主体多样性、目的性及需求动力增强;作为政治外交工具,随着科学进步、经济全球化发展,科学与政治的结合愈益紧密;内在互动机制主要在于科学与外交催化协同,符合超循环规律;作为一种发展新趋势,数字技术推进科学外交智慧化,逐步具有虚实融合、安全高效、去中心化等元宇宙特性。科学外交应对全球挑战,主要论题包括解决核扩散、气候变化与极地治理、灾害防治与全球公共卫生安全等问题。当前学界、政界重视科学外交显在形式,对潜在形式和实践局限性缺乏重视。运用科学学、政治外交、科技与社会等理论方法,系统探讨科学外交特点和应对全球挑战问题。
Since World War II,the combination of science and diplomacy has been gradually strengthened.Nowadays,science diplomacy has been an effective way to deal with global challenges.The characteristics of science diplomacy:as a form of international social interaction,its practicality,diversity of subjects,purposefulness and force of demands are enhanced;As a tool of political diplomacy,with the progress of science and the development of economic globalization,the combination between science and political power is getting closer;Its internal interaction mechanism mainly lies in the syn-ergistic catalysis between science and diplomacy,which conforms to the Hypercycle Theory;As a new trend of develop-ment,digital technology promotes the intelligence of science diplomacy,and gradually presents mataverse properties as virtual-real fused,safe,efficient,and decentralized.The main researches of science diplomacy tackling global challenges include addressing nuclear proliferation,climate change,polar governance,disaster prevention and global public health secu-rity.The obvious form of science diplomacy has been paid attention by the academic and political circles,while its potential form and practical limitations have not been emphasized yet.Based on the theoretical methods of the Science of Science,political diplomacy,and STS(Science,Technology and Society),this paper systematically discusses the characteristics of science diplomacy and thesis purport of tackling global challenges.
