科技自立自强:国际演绎、中国图景与测度体系 被引量:4

摘要 科技自立自强是应对“科技脱钩”、抢抓变革先机的战略举措,而科技自立自强理论图景认知、测度体系构建是科技自立自强方向锚定与过程优化的基础支撑。从立足中国科技发展现实情境与借鉴世界科技强国经验有机结合的角度出发,回溯美国、英国、德国、法国、日本科技自立自强的历史演绎进程,识别关键要素,提炼出“基-势-度-景”(CGPL)四位一体中国科技自立自强理论图景:以自力更生的自主创新为基石、以攻坚克难的引领创新为位势、以互利共赢的开放创新为气度、以科技支撑的现代化强国为蓝图的科技创新格局。进而构建基于“过程-功能”逻辑框架的科技自立自强测度体系,设计科技自立自强综合指数测算过程及方法,为实现高水平科技自立自强提供理论引导与决策参考。 Self-reliance and self-improvement in S&T is a strategic step to deal with the"decoupling of S&T"and seize the opportunities for reform.The cognition of the theoretical picture and the construction of measurement system are the basic support for the direction anchoring and process optimization of self-reliance and self-improvement in S&T.From the perspective of organic combination of the reality of China's S&T development and the experience of the scientific and tech-nological powerhouse,this paper reviews the historical process of self-reliance and self-improvement in S&T in America,Britain,Germany,France and Japan,and identifies the key elements.Moreover,this paper puts forward the"C-G-P-L"four-in-one theoretical picture of self-reliance and self-improvement in S&T in China,which is a pattern of S&T innovation that take self-reliant independent innovation as the cornerstone,take the leading innovation of overcoming difficulties as the geopotential,take mutually beneficial open innovation as the presence and take a modern power supported by S&T as the landscape.Furthermore,the measurement system of self-reliance and self-improvement in S&T based on the"processfunction"logic framework is constructed,and the calculation process and method of the comprehensive index of self-reliance and self-improvement in S&T are designed.It provides theoretical guidance and decision-making reference for realizing high-level self-reliance and self-improvement in S&T.
