摘要
在存量发展背景下,针对既往城市更新中存在总体目标模糊、空间碎片混杂、相关利益失衡等问题,武汉探索出基于片区协同开发的城市更新模式——城市重点功能区建设。总结了武汉市重点功能区的目标定位、规划思路和建设特征,深度分析了典型案例汉口滨江国际商务区的规划建设经验、成效与不足,认为城市重点功能区建设基于政府统筹、多主体协同开发,通过目标协同、空间协同与实施协同,呈现出核心功能明确、空间形态统一、实施过程有序的特点,是转变发展方式、提升城市能级、优化城市环境的重要手段。
Under the background of built-up area development,Wuhan explored the urban renewal model based on the coordinated development of urban areas,namely the construction of urban key functional areas,in order to solve the problems in the previous urban renewal,such as fuzzy overall objectives,mixed space debris and unbalanced related interests,and so on.This paper summarized the target positioning,planning ideas and construction characteristics of the key functional areas in Wuhan,and conducted in-depth analysis on the planning and construction experience,successes and deficiencies in the typical case of Hankou riverside international business district.It is thought that the construction of urban key functional areas should be based on the collaborative development led by the government and coordinated by various parties,presents the characteristics of clear core functions,unified space form and orderly implementation process.It is an important means to transform development methods,to enhance urban energy levels,and to optimize urban environment.
