改革开放以来我国高考政策的变迁轨迹与未来展望——基于渐进主义的视角

The Change and Prospect of China College Entrance Examination Policy Since the Reform and Opening-up——Based on the Perspective of Gradualism

摘要 高考制度恢复以来,始终采用积小变为大变的渐进发展模式进行变革和调整,针对不同阶段的政策问题进行完善。历经恢复重建、改革探索、扩招发展、深化创新四个发展阶段,按部就班,构建具有中国特色的招考体系;稳中求变,关注政策的继承和发展;积小成大,逐步实现量变到质变的政策目标转向,高考政策制定和执行均呈现出了渐进决策的特征。展望未来,新高考改革的推进需要始终回应教育育人的本质追求,政策渐进变迁需要坚持问题和目标双重导向,需要政府长期的支持和引导,逐渐跳出路径依赖。 Since the restoration of the college entrance examination system,it has always adopted the development mode of gradual change to carry out the reform and adjustment,and improved the policy problems in different stages.After four development stages of restoration and reconstruction,reform and exploration,expansion and development,and deepening innovation,we have built the recruitment system with Chinese characteristics step by step.It shows seeking change while maintaining stability,holding the policy inheritance and development.The policy goal from quantitative change to qualitative change is gradually realized.Both the formulation and implementation of college entrance examination policy show the characteristics of gradual decision-making.The promotion of the new college entrance examination reform should always respond to the essential pursuit of education;and the gradual change of policies should adhere to the dual orientation of problems and goals,and require long-term support and guidance from the government,so as to gradually break out of path dependence.
