摘要
该研究基于“一带一路”倡议的准自然实验,利用空间DID的方法考察了“一带一路”倡议对沿线地区碳排放强度的影响及其空间溢出效应。结论显示:①“一带一路”沿线地区的碳排放强度存在高-高集聚、低-低集聚的空间相关性,表现出空间正相关特征。②空间DID的回归结果显示,“一带一路”倡议具有良好的政策外溢效应,不仅有利于沿线地区碳排放强度的降低,而且还有利于邻近的沿线地区及非沿线地区碳排放强度的降低,表现出“以邻为伴”的环境效应。③机制检验的结果表明,“一带一路”倡议主要通过促进沿线地区收入增长、技术进步、产业结构升级及基础设施改善来促进沿线地区及邻近地区碳排放强度的降低。以上结论在进行了一系列稳健性检验后依然成立。研究结论对推进绿色“一带一路”建设、全球范围碳减排以及实现碳达峰碳中和目标具有启示性意义。
Based on a quasi-natural experiment about the Belt and Road Initiative(BRI),this paper used the spatial DID method to investigate the impact of the BRI on the carbon emission intensity of the countries along the route and its spillover effects.The results showed that:①There was a spatial correlation between high-high concentration and low-low concentration of carbon emission intensity along the route,which showed a positive spatial correlation.②The space DID regression results showed that the BRI had a positive policy spillover effect.It not only helped to reduce the carbon intensity along the route,but also helped to reduce the carbon intensity of nearby regions including the non-route ones.③The results of the mechanism test showed that,the BRI aimed to reduce the carbon intensity of the regions by promoting income growth,technological progress,industrial upgrading,and infrastructure improvement.These conclusions were still valid after a series of robustness tests.The conclusions of this paper are instructive to the construction of a green BRI and the effective promotion of global carbon emission reduction.
