摘要
教育督导作为教育改革的重要内容及保障因素,在完善依法办学、提高教育质量方面具有重要作用。运用扎根理论的研究范式,对2017—2022年国务院及其各部委出台的基础教育督导相关政策进行编码分析,呈现了包括决策环境、目标导向、配置优化、行动协同4个主范畴和13个副范畴的基础教育督导政策发展脉络。基于此,未来基础教育督导政策发展应打造满足公众需求、推动质量发展的目标体系;完善规划科学、专业权威、技术赋能的教育督导内部支持系统;构建政府领导、协同耦合的多元督导共治体。
As an important content and guarantee factor of education reform,education supervision plays an important role in perfecting running a school according to law and improving education quality.Applying the research paradigm of grounded theory,this paper makes a coding analysis of the education supervision,and it presents the development of education supervision policies issued by the State Council and its various[JP2]ministries and commissions from 2017 to 2022,including four main categories of decision-making environment,goal orientation,allocation optimization and action coordination,and 13 sub-categories.Based on this,the future development of education supervision policy should establish a target system to meet public needs and promote quality development,improve the internal support system for education supervision with scientific planning,professional authority and technological empowerment,construct a diversified supervision and co-governance system with government leadership and collaborative coupling.
