政府引导基金对区域创新生态水平的影响研究

摘要 区域创新生态成为推进区域创新体系建设与国家创新体系建设的重要基础,而政府引导基金是发展科技金融、支持创新活动的重要措施。以中国30个省(区、市)2008—2020年的面板数据为研究样本,实证检验政府引导基金对区域创新生态水平的影响。研究结论包括:①政府引导基金参股混合基金数量、混合基金募资对象数量、混合基金投资企业数量均显著正向影响区域创新生态水平,且这一结果在使用差分GMM剔除内生性问题后依然成立。②政府引导基金参股混合基金数量、混合基金募资对象数量、混合基金投资企业数量均显著正向影响高校或研发机构与企业之间的产学研合作强度,而高校或研发机构与企业之间的产学研合作强度显著正向影响区域创新生态水平。③基于创新生态构成的异质性检验结果表明,政府引导基金促进区域创新生态水平的提升主要表现在改善创新环境方面;基于地区的异质性检验结果表明,相较于我国中部地区、西部地区以及东北地区,政府引导基金促进东部地区创新生态水平提升的溢出效应更为明显。研究结论为进一步发展政府引导基金、提升区域创新生态水平提供了借鉴。 At present, the construction of China's scientific and technological innovation system has been basically completed, but there are still large spatial distribution differences in the level of regional innovation system construction. Creating a more perfect regional innovation ecology has become an important basis for promoting the construction of regional innovation system and national innovation system, and is the key to further improving the overall innovation ability of the country. This paper argues that, as one of the important policy measures of science and technology finance, the GVCGF can play a role in promoting the resources integration and improving the level of regional innovation ecology. Using the panel data of 30 provinces (autonomous regions and municipalities) in China from 2008 to 2020 as research samples, this paper empirically analyzes the impact of GVCGF on regional innovation ecology and its potential mechanism. The results show that the number of GVCGF participating in hybrid funds, the number of fundraising objects of hybrid funds, and the number of hybrid fund investment enterprises all have a significant positive impact on the level of regional innovation ecology, and this result still holds after removing the endogeneity problem using differential GMM. This shows that GVCGF participating in the venture capital market by participating in the operation of hybrid funds contributes to the improvement of regional innovation ecology level. Further research shows that the number of GVCGF participating in hybrid funds, the number of fundraising objects of hybrid funds, and the number of hybrid fund investment enterprises all have a significant positive impact on the intensity of industry-university-research cooperation between universities and R&D institutions and enterprises.
