摘要
基于技能偏向型技术进步的定义,同时考虑“资本—技能互补”假说,根据非技能劳动、技能劳动和资本三要素双层嵌套型CES生产函数,构建出技术进步技能偏向性指数与要素配置技能偏向性指数,并推导出TFP增长率函数及其各分解效应。在理论层面揭示了技术进步技能偏向性、要素配置技能偏向性、要素效率增长率与投入增长率之间的协同效应对TFP增长率的影响机制,丰富了技能偏向型技术进步理论下对TFP增长率变动的机理认识。进一步,利用2000—2019年中国制造业相关数据分析发现,生产要素效率水平的提升是推动制造业TFP增长率提升的基本力量,而在未来同时提升技能劳动效率水平与投入规模,对于提升制造业TFP增长率,进而推动中国经济实现高质量发展将具有积极且关键的作用。
Based on the definition of skill biased technological progress and the hypothesis of“capital skill complementarity”,the TFP growth rate function is deduced according to the double nested CES production function of unskilled labor,skilled labor and capital,and theoretically reveals the mechanism of the impact of skill biased technological progress on TFP growth rate,which enriches the understanding of the mechanism of TFP growth rate change under the theory of skill biased technological progress.The results of theoretical model analysis show that the change of TFP growth rate is mainly affected by the synergy between the growth rate of production factor efficiency,the growth rate of production factor input,production capacity structure,skill-biased technological progress and factor allocation.Specifically,the improvement of production factor efficiency will promote the TFP growth rate;When the direction of technological progress and factor allocation is consistent with the productive capacity structure between skilled and unskilled labor,it will promote the TFP growth rate;On the premise of complementation of capital and skilled labor,accelerating the efficiency level of weak productive capacity factors between them and expanding their investment scale will promote the TFP growth rate.The results of empirical analysis show that there is complementarity between capital and skilled labor in the manufacturing industry from 2000 to 2019,while the combination of capital and skilled labor has a strong substitution for unskilled labor.Since technological progress has been biased towards unskilled labor with weak production capacity for a period of time after 2008,the development of the manufacturing industry has fallen into the trap of low efficiency,which has inhibited the improvement of TFP growth rate.However,the inhibition has faded in recent years,and the direction of technological progress in the manufacturing industry is gradually moving towards the appropriate direction.Factor allocation is biased towards ski
