谨小慎微:基层教育治理中的内卷化叙事——以N市Y区新校学区调整为例

摘要 基层教育治理呈现出了典型的内卷化趋势。借助Y区外国语小学新校学区划分调整的案例可以看出,多元参与的过程中各方行动者谨小慎微,形成了小心翼翼、周密精细、左右为难的内卷化特征。形成这些特征的诱因包括资源要素的外在影响、行动主体的内在考虑、治理制度的上位制约和治理对象的权利倒逼。基层教育治理的内卷化体现出了教育治理的复杂性与矛盾性,如何处理好效率与合法性的关系成了破解内卷化的重要路径。 Grassroots education governance shows a typical trend of involution.The district adjustment case of foreign language primary school Y shows that actors of all parties in the process of multiple participation are prudent,and have formed the involution characteristics of being cautious,meticulous,and caught in the crossfire.The incentives for these characteristics are:the external influence of resource elements,the internal consideration of the subject of action,the upper-level constraints of the governance system,and the reversal of the right of the governance object.The involution of grassroots educational governance reflects the complexity and contradictions of educational governance,and properly balancing the relationship between efficiency and legitimacy has become an important approach to crack the involution.
