数字教育赋能乡村积极老龄化的行动逻辑与推进路径 被引量:6

摘要 党的二十大报告强调要实施积极应对老龄化国家战略,乡村老龄化问题的解决是国家积极老龄化战略落实的重要举措。数字乡村发展战略为乡村发展赋予新的动能,借力数字乡村建设开展乡村老年数字教育,是提升老人数字素养、价值感获得感,并助其融入现代生活圈的需要。数字教育与老人学习特点之间存在内在的逻辑赋能关系,且乡村老年数字教育已具备一定的政策、硬件、技术和实践基础,但仍存在数字教育平台的教育性偏弱、数字教育技术适老化程度偏浅、数字化学习资源供给质量偏低、数字教育运行机制不完善等问题。为充分发挥数字教育赋能乡村积极老龄化的价值,需遵循问题解决的逻辑,基于“老年性与乡土性”,推动数字技术的教育“适老化与便捷化”改造,开发兼具“普适性与差异性”的优质数字教育资源,建立具有“激励性与指导性”的数字教育治理机制,以“公益性与改进性”为根本遵循,构筑扎根乡村实际,融于老人生活,并服务其生活质量提升的数字教育新样态。 The 20th National Congress of the Communist Party of China emphasized the implementation of a national strategy to actively respond to aging,in which the solution to aging in rural areas is an important measure.The digital rural development strategy endows rural development with new momentum.Conducting digital education for the elderly in rural areas through digital rural construction is necessary to improve their digital literacy and sense of value,and to help them integrate into modern life.There is an inherent logical relationship between digital education and the learning characteristics of the elderly,and rural digital education for the elderly has a certain policy,hardware,technology,and practical foundation.However,there are still problems such as weak educational nature of the digital education platform,weak adaptation of digital education technology for the elderly,low quality of digital learning resources,and imperfect operation mechanism of digital education.In order to fully realize the value of digital education in empowering rural areas to actively address aging population,it is necessary to take some measures by following the logic of problem-solving.First,promote the adaptability and convenience transformation of digital technology education based on elderly and rural characteristics.Second,develop high-quality digital education resources with both universality and diversity.Third,establish a digital education governance mechanism with both incentive and guidance.Fourth,take public welfare and improvement as the fundamental principle,and construct a new form of digital education that is rooted in the reality of rural areas,integrated into the lives of the elderly.All in all,it is to serve to improve their quality of life.
