摘要
生态文明背景下,城市特色风貌塑造更加关注全域全要素、人的场景体验和精细管理制度化。本文结合盐城市实践,提出“技术框架+制度建设”的市域尺度沿海特色风貌塑造方法。技术框架包括沿海特色风貌资源价值评判和识别、陆海统筹的市域特色风貌格局,以及沿海特色风貌塑造的场景感知体系;制度建设包括海岸带景观廊道设计导则、特色风貌区管理图则和多元要素设计通则联动的设计管控体系,以及市级层面出台行动计划和特色风貌重点、区域管控政策文件,建立省、市、县联动的风貌管理委员会和完善运作机制。
In the context of ecological civilization,the shaping of city features places greater emphasis on the holistic elements of the region,human scene experience,and systematic refinement of management practices.Building upon the practice of Yancheng City,this paper puts forward the method for shaping coastal features at the municipal level utilizing a combination of"technical framework"and"institutional construction".The"technical framework"encompasses the evaluation and identification of the value of coastal landscape resources,a unified urban pattern of coastal and inland features,and a system for perceiving the coastal features in their urban context.The"institutional construction"includes the design and control of coastal landscapes,through guidelines for landscape corridor design,management plans for distinct features,and coordinated design rules for multiple elements as well as the formulation of action plans and policy documents for the control of key areas of characteristic landscape at the municipal level,and the joint-action for the establishment of the landscape management committees and operational mechanisms by provincial,municipal and county-level governments.
