摘要
我国农村地区对医养服务需求更强烈,如何为农村地区提供优质、可持续的医疗卫生和养老服务是乡村振兴的重要主题之一。通过构建农村地区因病致贫循环理论框架,基于医养结合整合相关资源和实现资源公平可及的特点,分析医养结合对乡村振兴的作用逻辑。以叙永县医养结合的实践情况为例,虽该县在健康扶贫和医养资源下沉方面已经取得一定的效果,但还存在融资渠道单一、医养护理人员短缺、乡村医疗资源匮乏等问题。未来该县还需从积极开源、提升医护人员的专业水平、以需求为导向精准投入医养资源等方面弥补实践中的不足。西部农村地区还需从准备规划、建设发展、巩固提高三个阶段的措施去推动医养结合的全面发展,为乡村振兴提供更大的动力机制。
The demand for medical care services is stronger in rural areas in China,and how to provide high-quality and sustainable medical and elderly care services for the rural areas is one of the important themes of rural revita lization.By constructing the theoretical framework of poverty cycle due to illness in rural areas,the logic of the role of medical and nursing care integration on rural revitalization was analyzed based on the characteristics that medical and nursing care integration can integrate relevant resources and achieve fair access to resources.Taking the current practice of integrating medical and nursing care in Xuyong County as an example,although the county has achieved certain results in health poverty alleviation and distributing medical and nursing care resources,there are still problems such as single financing channels,shortage of medical and nursing personnel,and lack of rural medical resources.In the future,the county also needs to make up for the shortcomings in practice in terms of active open source,improving the professional level of medical staff,and accurately investing in medical and nursing care resources based on demand.The rural areas in the west still need to promote the comprehensive development of the integration of medical and elderly care from the three stages of preparation,construction and consolidation,so as to provide a greater driving mechanism for the development of rural revitalization.
