摘要
文章针对我国公共图书馆的数字包容实践现状,选取25所公共图书馆作为调研对象,在以往研究的基础上归纳出公共图书馆数字包容实践框架,包含技术接入服务、数字素养服务、关键领域服务三大维度,分别对应公共图书馆面对接入沟、技能沟和知识沟时的举措。研究发现:我国公共图书馆已经在3个方面开展了卓有成效的探索,但仍存在馆外技术接入服务不足、面向更多类型特殊群体的服务缺位,以及关键领域服务整体较弱的情况。基于此,提出完善数字包容顶层设计、深化数字包容服务、多元主体共建数字包容的提升路径。
Focusing on the current state of public library digital inclusion in China,the authors develop a framework for digital inclusion practices in public libraries based on previous research and conduct a questionnaire survey of 25 public libraries selected by administrative division and economic region.The framework includes three dimensions:technology access services,digital literacy services,and information services in key areas,which correspond to the measures taken by public libraries when facing the access gap,skills gap,and knowledge gap respectively.The study finds that Chinese public libraries have developed considerable exploration in the 3 areas,but there are still service deficiencies in off-library technology access,a lack of services for more types of special groups and overall weaknesses in services in key areas.It then proposes a path to improve the top-level institutional design,deepen the three-dimensional digital inclusion services,and promote the participation of multiple actors in the building of digital inclusion,thus providing a practical basis for public libraries to promote digital inclusion and reduce the digital divide.
