摘要
巴彦淖尔市以系统化思维构建现代农业产业体系,探索建立与资源禀赋相适应的农业产业结构,并积极延长农业产业链和拓展农业功能。巴彦淖尔市构建现代农业产业体系的主要经验包括:协调生态保护与农业发展的关系,优化农业发展布局,统筹推进农业产业体系、生产体系和经营体系三大体系建设,多途径解决现代农业产业体系建设中的资金约束。从巴彦淖尔市的实践探索和经验看,我国在构建现代农业产业体系中应重视规划的科学性、建立健全把产业链主体留在县域的政策和体制机制、进一步完善对于粮食主产区的利益补偿机制和对种粮生产主体的利益保护机制。
With a systematical thinking,Bayannur City had explored and established industrial systems for modern agriculture that is compatible with resource endowments,extended the agricultural industrial chain,and expanded the agricultural functional structure.The experience of Bayannur City in building industrial systems for modern agriculture includes coordinating the relationship between ecological protection and agricultural development,optimizing the layout of agricultural development,synthetically promoting industry system,production system and the operation system in agriculture,and resolving funding constrains in many ways.The experience above indicates that building industrial systems for modern agriculture in China should led by scientific planning,establish and improve policies and systems to keep the main body of the industrial chain in the county,and further improve the interest compensation mechanism for the main grain producing areas and the interest protection mechanism for the main grain producers.
